You are correct, in my opinion. There is only one choice. After all these years, C/C++ is still the king. My choice for Windows development is still Delphi. I have Visual Studio and SQL Server for my web stuff.

I'll chime in for C. I'm not as much inclined to C++ because of the overhead; if I wanted a more memory-safe language I've heard Rust has become a favorite, to the point where Linux is now allowing it in kernel development -- that's a big deal. I haven't looked into it yet and probably will eventually.
But standard ANSI C will always be my own go-to language for anything where I need to have control of the reins, which in operating system development is absolutely essential. Yeah, it's not "safe", but if you need training wheels and holding Mommy's hand, you shouldn't be writing operating systems.
