Had to click through 3 links in the story, only to get this pathetic bit of crap jargon in an attempt to figure out what happend:
The investigation determined, to the best of our knowledge, that an unwitnessed incident involving one individual happened on the morning of July 31, 2022, at Abyss Pool, and no foul play occurred.
What exactly is an "unwitnessed incident?" I assume it simply means "we think he fell in?"

Either he fell in and the shoe protected his foot from being liquified like the rest of him, or this guy went to a whole lot of pain and trouble to fake his death in a very unusual way, that’s what I’m thinking.

Seriously, though, that would be a terrible way to die. Immersion in really hot water (>200 degrees) would kill the surface nerves immediately, but I don’t think 140 would do that. I’ve been scalded by hot water, and it’s one of the more painful burns IMO.
