For pointy headed nattering nabobs who have only worked desk jobs all their lives, rope is used in farming, and construction, and rigging, and fishing, and sailing. Loops of all kinds are part of territory. If I saw a loop of rope on a construction site, it wouldn't even register as something out of the ordinary.

i wonder if the noose-planter is eligible for the reward? if so, i foresee a quick and dirty means for lots of folks to pick up some quick bucks ... just leave a noose and then turn yourself in ...
