The Law of War should be read as if one is complying with regulations.
Each portion is related but where it is final, it is final.
Where there are exceptions, they are enumerated.
There are no gray areas in well developed regulations.
There is no accommodation for human error.
I say this because we can be certain that the US Military will follow this to the letter.
The Occupying Force has been known to disregard those parts it does not wish to comply with.
This is where we run into UCMJ territory.
Compliance will be enforced, swiftly.
No UCMJ for non-military affiliated civilians
