No, they bump the side of the rear of the vehicle to make it spin out.
It slows the perp vehicle down and with several cop vehicles they can some times pin the perp vehcle down so the chase stops.

I had a blowout on the freeway the other day. I installed the donut spare by the side of the road. The next day I drove to my favorite Hispanic tire shop. Got a fresh used tire mounted and the donut back under the van for $40. Cash. No receipt. A year ago it would have been $25. Am I part of the problem?
I was slowed down by the car ahead of me on a country road a few years ago. I was thinking “Who is this idiot?”. When I passed her I realized it was my 85 year old mother-in law! I did not recognize the car beforehand.

From what I heard it was either that or slow down the cars, because at 1/4 mile they were getting too fast for the available shutdown at most tracks.
