Should federal hurricane recovery aid be handed out based on need or based the race of the recipient?

"Vice President Kamala Harris said Friday that aid distributed in the wake of natural disasters like Hurricane Ian should be “based on equity.”
“It is our lowest-income communities and communities of color that are most impacted by these extreme conditions and impacted by issues not of their own making—” Harris said before being interrupted by Priyanka Chopra Jonas at a Democratic National Committee Women’s Leadership Forum.
Hell of a time to make that kind of a statement, Kams. According to Christine Pushaw, rapid response director for Republican Florida Gov. Ron DeSantis’ reelection campaign, the vow to mete out aid based on a hurricane victim's race rather than actual need is sparking "panic" in Florida and quite likely the rest of the southeast which has been affected by it.

It’s hard to believe any Florida evacuees were paying any attention to Kamala Harris, so as to be “panicked” by her racist garble. Yes, Harris a prize dope, but she’s also utterly irrelevant.
The “communities of color “ in Florida include a lot of celebrities and rich retired athletes. Does she really want to favor them? Or is she making the racist assumption that, of course, if you are “of color” you are not a rich celeb, but are rather another poor, hapless loser?
How about just doing a pragmatic triage of urgency and need? Naw, that doesn’t buy votes of any specific constituency whose gratitude can be monetized by the Party.
From the illiterate Kamala who they risk trotting out to deliver social justice to 13% of the population. The only thing this clown has ever done in her life is create racial division.

Kamala’s ignorant comment about our “alliance” with North Korea was a one word gaffe. Her comments about sending federal aid based on “equity” were deliberate and extended. Dems actually believe this should be done. IIRC Obama sent disaster relief differently to red and blue states.
We used to have equal justice under the law and equality of opportunity. Now Dems want “equity” or equal outcome for all. That is communism.
Most waterfront property is not low-income. I’m not sure if waterfront properties are generally “communities of color” which is obviously irrelevant to where relief should go. We went from Russia Russia Russia to Racism, Racism, Racism
