I'm not sure what you mean by "compliance."

In the U.S. most people who complied with mandates and lockdowns only did so because there was no perceived downside to it. They were paid not to work, or they loved the idea of working from home.

The first signs of resistance even among formerly compliant people emerged in the fall of 2020 when parents were pushing to get their kids back into school -- or, in my area, where the parents didn't give a damn about school but were adamant about having their kids play school sports.

Some business owners (like me) had our best years ever in 2020 and 2021 -- because we refused to shut down while our competitors were compliant morons.

The bigger question here, though, is this: How many of these people who complied with COVID restrictions during the height of the hysteria (not the 'pandemic') will do it again? I suspect it will be far less than the numbers you posted.

How did you avoid the threats of fines or loss of licenses/permits for non-compliance?
