It looks like either a cyst or lipoma. They’re ugly but harmless unless they grow around important veins or get so big that they affect the normal function of surrounding muscles.

You’d think Fester would want to drain it, if only for the optics.
But, then again, people are talking about Fester because of it.

Actually, it looks exactly like the cancerous lymphoma that we saw growing in the same place on a family friend. He is long gone now.
