I can only speak to my local experience re: med facilities but “care giver” is the only term that carries any weight. The POA line might help in some places or if there was an otherwise legal issue involved but I asked those exact questions and got a blank look.
They’ve lightened up a bit now but early on they would threaten “security” if one asked too many hard questions. And I remember who all those blow hards are/were and they don’t know yet that sometimes I hold a grudge.

Anyone remember which EU lawmaker was saying that things were going to be very different at the end of Sep or Oct? He said a specific date that I don’t recall, and the rest of those listening seemed upset, as if he let something out of the bag...It was about 3 weeks ago I think
