Their presence is well known outside of the circles you mentioned. The government merely discredits all who report any sort of observation or encounter. The process of discrediting them is simple and 100% reliable.

They don't have to be any more intelligent than us earth folks. They just have to be more knowledgeable. Suppose their civilization didn't go through a Dark Ages. That would place them about 1200 years ahead of us in science and technology. We have been at this for merely 200 years.

There are a number of people who work and function with delusional content in their brains. People who think they are royalty, that they are from other planets, that they are receiving massages
from powerful entities, who believe they are the opposite sex, and they function adequately in society. Sometimes their delusions get the best of them and they are hospitalized.
These are not street people, they are business owners, attorneys, wives and mothers and other function citizens.
But their symptoms never go completely away.
Sounds like the government wants to focus on a subset of these folks.
The way the two stories tie together is whistle-blower protection.
If Congress passes new legislation then some baby boomers (about to retire) will be more willing to come forward without risking jail time for violating their security clearances.
Btw private contractors also have a lot of the “secrets” on this stuff—that was partially done to circumvent FOIA issues.
