If you mean enforcing a court order to evict them by using tear gas to force them out of the house with no injuries after they had barricaded themselves in and shot a cop, that was Rizzo. They stood trial and were convicted and Rizzo was called a racist until the day he died over it.
On the other hand if you mean dropping a bomb on them and burning them all alive along with the entire neighborhood, that was Philadelphia's first black mayor, Wilson Goode. Nobody calls him a racist ever.
