A little late here to chime in - maybe already addressed - But, as stated, the assumption of game theory is ‘The analysis identifies how actors would rationally approach a situation, assuming simply that they want to earn a higher payoff.’ - Assuming both side are using Game Theory - Maybe Trumps allowing the election to stolen etc, which on the surface, doesn’t align with this assumption, threw a wrench into the Deep States Game Theory play. Does Game Theory work if your opponent doesn’t ‘want to earn a higher payoff’ ?
