Nations were tracking Covid 'vaccinations' creatively over the two year specified period. For example, data from countries like the US, England, Spain, Australia etc. and these engaged in unethical practices to conceal the relationship between the vax and the side effects.
To hide the fact that people were returning to the hospital for vax injuries, patients were diagnosed as having Covid instead, and some countries simply did not ask the patient if they were vaccinated. Don't-ask-don't-tell. Actually, even when people told the hospital they were vaccinated, some healthcare systems refused to record the data unless the vaccine was administered at their own clinic (not at walgreens etc.) So large numbers of vaccinated people were counted as unvaccinated as 'needed'.
