Now, consider you are the incoming Biden administration.
The outgoing administration is not cooperating in the transition and the military officers remain in place while being fully uncooperative.
Then, as preparations for the inauguration begin, the transition team/party find out that congress was not told (national military security) and therefore has not acted Constitutionally to make replacements; the primary executive offices are VACANT!
You have your chosen person, confirmed by you, the congress, on January 6 but congress is flat-footed without a POTUS/VPOTUS in place to “take over” from.
There will be no transition of power, only an ascendency and a usurpation.
Biden was sworn into office at 1152 on January 20.
Trumps term of office, Constitutionally, ended 8 minutes later.
