No one in the FIB has the authority to prosecute or not prosecute anyone. Their job is to gather evidence and pass it on to a party that has the authority to charge or not charge.
Comey’s little tap dance was unethical and wrongly let the AG off the hook (narrative projection). Loretta Lynch was dealing with the Phoenix Skyharbor rift at the time.
