This is silly. Even if they pass it the states will fight it. That's what I don't understand. If Row is overturned how would any other federal legislation not be mute. Its not a fed issue.

They can pass what they want and can manage to pass. But it seems to me that it would still be liable to judicial review, and there would be all sorts of challenges (???)
