They can pass what they want and can manage to pass. But it seems to me that it would still be liable to judicial review, and there would be all sorts of challenges (???)

Without Roe and Casey, abortion is exclusively a State matter:

"Amendment X: The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

Schumer's Bill, were it signed into law, would be declared unconstitutional.
