That is what I told a friend who has to set up while her Mom recuperates and Mom does not have internet.
weird thing today, was on ipad and clicked a link and it said: safari cannot open page “hot spot available”, I have never had that pop up before when internet was down.
My carrier must have back up ready now.
Check every nearby phone (including yours) to see if the hotspot feature is turned off.
Also, if the household has an emergency notification system (Help, I’ve fallen...), it may be setup to constantly run from a hotspot to assure connectivity during a power outage.
If memory serves, hotspots are easily compromised.
