The number I quote is 11 in the Ukraine and 30 in the region. But, I have seen numbers as high as 4,000. The problem is Ukraine has a huge underground presence which makes knowing what is where and how many nearly impossible. It's likely no one knows. It appears Putin wants to let the American people know that he is aware that Biden is not the legitmate POTUS;
That there is no reason for American people to think we are at war with Russia;

That he is aware of the economic damage our own government is doing to our own people, deliberately and with evil intent;

That may be so (it has provisions for the person to go back to their duties), but how does it apply in the case where a president has dementia?
