Its come out Ottawa prompted this attempt , I wonder if this is now a case of international wire fraud ?

Sure they can give the money back

( has that even really happened yet?)

But if it was illegal to begin with, shouldn’t they be charged and prosecuted ?

I switched insurance products within the same company. My original premium was paid several months before by CC. I got a next day refund back to my CC when I switched plans.
