I’ve seen photos and videos of the AU “quarantine camps” before, one guy running from one of them. This video looks different; maybe another such facility. Several states in AU are Third Reich wannabes.
It is very creepy, but I’m guessing they justify it to themselves as a form of “social distancing” — to prevent viral transmission between insiders and outsiders.

the answer is .. I’m not sure. It applies to the “mandate” that affects private companies ... hospitals broadly includes gov (i.e. va) and corporations. And there has been some lore suggesting that states may potentially issue mandates and the Appeals Court opinion makes repeated reference to OSHA attempting to override “state police powers”.
