What if Covid was released not by the main Chinese government but by the Deep State to frame China/Xi? Released in China first to cause unrest there?

The Chinese Government is the CCP and it's trying to kill us. Fauci is officially tied to weaponizing viruses in Wuhan China. The main Chinese Government controls what goes on in their biowarfare labs, as does Xi. Xi is leading the effort to kill us.
If tomorrow China had free/fair elections and a white hat was elected, the CCP would put him and all who worked on his campaign in a hospital and live harvest their organs. THere's just no way that Xi or anyone in Xi's position could be a white hat.
