How do you shoot two people accidentally with blanks?

The first shot should have shown damage to one or the other and one was a killshot.

The wadding didn’t go through one and hit the other.

With all his films its criminally negligent to not know of the dangers of blank guns.

So like you said - Jail him. Sad.

Can’t blame him. In staying with character you have to blame the company that made the prop gun.

Prop guns are usually solid castings of either aluminum or rubber. They are non-firing, while some do function, that is, the hammer cocks and the cylinder rotates. Some movie sets actually used real firearms that are capable of firing blanks or live (bulleted) ammunition. However, in most cases they are plugged to prevent live ammunition, this to conform to state laws requiring the modification and/or to movie set rules for safety.
