How best to do it?
Look to socialism; a little at a time.
Once you get to an end point, have the un-elected bureaucrats do it through regulation.
Once that reaches and end-point, get industry/employers to do it.

For eight hours everyday, we have no Constitutional rights in our workplaces or locations of commerce.
From which we can be removed without due process.
The only rights we can stand on are actually privileges provided by un-elected bureaucrat regulators.
