That'd be like fast-tracking autonomous navigation systems.

Fast-tracking is right.

IOW, emergency tactics. For a real emergency.

Somebody is going to jump out of a window, where the apartment is on fire. People below come up with an emergency solution to catch the jumper. So, they come up with a fast-track solution and save the jumper with a make-shift catch-and-hope-for-the-best set of arms . The jumper is not entirely caught in their arms, and suffers a couple of bruises and a broken rib, but still survives. The jumper would not blame the solution for his injuries, but hopes he does not need that solution ever again.

IOW, fast-tracking might be the only solution available until a better one comes along

The survival rate for a fall from four stories is about 50%.

Let's assume the mortality rate for our subject should he not jump, is 100%.

In this case, the survival odds are elevated dramatically with the emergency solution - let's say it's elevated to 98%. Sure, you may have sme broken bones, but you live.

The general case fatality rate for COVID19 prior to the shots in the US was about 1.6%, which means the survival rate was 98.4%.

So, please explain the me where is the emergency?

The fast tracking happened because the research had already been done. The mRNA technology has been in development for 30 years. The biochemist Katalin Karikó was an mRNA-vaccine pioneer beginning in In 1989. Hundreds of scientists contributed to the research. As a vaccine it was first applied to the denuge fever. Dengvaxia was approved in the United States as the first mRNA vaccine approved for the prevention of dengue disease caused by all dengue virus serotype. All the covid vaccine developers had to do was to plug the Spike Protein blueprint into the Denque virus vaccine.
