My guess is they will pull certified medical personnel who are reservists from RED states...until they can bring in cheap foreign labor...
No, the NY governor only has authority over the NY national guard. Which, presumably, are almost all NY residents. So, they are going to pull docs and nurses from their civilian medical jobs to staff shortages which will of course create new shortages. Robbing Peter to pay Paul. And, given the disruption and effects of government beurocracy, it will be much less than a zero sum trade
