No. It’s a way to create, accurately, concentrations that would require very sensitive measurement on a balance. Instead of weighing an itty bit, you weigh a larger amount that is appropriate for the balance you have, dilute it in water/saline, do a x-fold dilution of that to get your desired concentration.
You don’t need a microbalance if you are willing to discard some of your solute.
Can hardly bear to think of the error bars on the final liquid (*) (given the tolerances on standard glassware).
(*) I used the word “liquid” instead of the conventional terminology for obvious reasons.
