I *think* it means that was the closest Chinese consulate for some people living in Alabama. IDK. But, one of our sons and his Colombian bride deal with the consulate/embassy that's in Atlanta. I don't know the difference either between consulate and embassy.

But if you type in a search, "chinese consulate houston tx," there are articles, related to the closure, still available. (Sorry.
