You are citing ideals behind the notion of citizens fighting to defend their liberties, but I am pretty sure lj is asking you to outline some practical scenarios in which private citizens could achieve such.
PS: I am not familiar with the Jefferson letter you reference, but I am puzzles as to why it would say “what country can preserve it’s liberties”. The contraction “it’s” stands for “it is”; the 3rd person neuter singular possessive pronoun is “its”.
