No. IIRC, this was circulated early on and under dispute as to authenticity. I think it was decided that it was bogus. But I didn’t follow the pros and cons of all that very closely, so can’t really say for sure.

Since it was stated from the beginning that the injection would not prevent transmission, but might reduce the symptoms, it is not a vaccine by definition.
IIRC, the CDC or NIH changed their definition of vaccine, but I do not recall any new legislation to change that definition and according to the US code it ain’t a vaccine.
