WASHINGTON - A member of the Texas Democratic delegation has returned to Austin from Washington, D.C., to negotiate with Republicans over their voting legislation, h.
Rep. Philip Cortez, D-San Antonio, made the announcement Wednesday on Twitter, saying that he intended to "engage in good-faith dialogue about the aspects of the bill that I, and others, think are harmful."

Other members, however, question how his decision was made, who he had spoken with or what his mission is.
"To be clear, he is not negotiating on our behalf," tweeted Rep. Gina Hinojosa, D-Austin, in response. "He made the decision to rejoin Republicans without speaking to the Dem delegation."
Rep. Celia Israel, D-Austin, said that Cortez's 4:41 p.m. tweet was the first she heard that Cortez had returned.
"That was news to us that we had an emissary," Israel told the American-Statesman. "I didn't know we had one, and I don't know what would be the point."
"The governor is scoring political points off of us like a piƱata. He's raising money, he's trying to show his Republicans how tough he is. They're entrenched. I don't see what would be the point of an emissary politically. If you just think through it, I don't get it," Israel said.
Cortez has not returned a message as of Wednesday evening asking which Democrats he had met with in planning his return.

"Many of those that are there simply know how to count," Johnson said. "The fact that they still need a bunch more doesn't mean that they are anywhere close to having a quorum. So we're still strong. There could be some that are there just to simply gather some information, because they can leave anytime they want. The quorum is still broke."

I don’t think arresting a returning Democrat who surrenders is good for anybody. What about the Dems who aren’t surrendering?
Well, the only reason he said he was going to arrest them was to bring them to the State House.
If they’ve come to the State House why on earth would you arrest them?
If Abbott fails to arrest these two as he said he would, he will be viewed as a pansy.
They can only be arrested on Texas. Which is why they left the state. Try educating yourself before you snark.
That is NOT what what he said to begin with. Arrest them, no terms about it. Now he says DPS will arrest them, take them to Austin and lock them in.
You can bet your arse, they are not locked in and free to walk free.
I have waited two terms for this rising star to ACTUALLY do what he spews. Waiting time is over. He gotta go.
Negotiation leads to compromise. Compromising with bad policy is like adding some sewage to your drinking water.
