They need to start sending him to every county in Texas where he is alleged to have killed someone until they find a Judge that willing to try him, convict him, and apply the death penalty.
Billy Kipkorir Chemirmir (born December 8, 1972) is a Kenyan man accused of the murders of at least 18 elderly women in Dallas, Texas and its surrounding suburbs. In total, Chemirmir has been indicted for 18 murders and more are suspected. Civil suits have also been filed accusing him of a further six similar murders.
The DA is trying for life sentences, served back to back in two cases. If convicted he will die in prison since there won't be any parole.
