Louie is laying it out that that they, the prison, have something to hide.
If they took it to a judge and the judge heard that they were not let in then the judge would assume that there were abuses going on.
Louie knows, he is a former judge.

As I said before this was a YUGE mistake to treat these congressmen this way.

George Floyd had over 9 stints in prison, twice for violent armed robbery & was killed while drugged & resisting arrest—the Left calls him a “hero”
