The bill on anti-Covid health pass was adopted on Sunday evening after French deputies and senators reached a compromise. The text must now receive the green light from the Constitutional Council which will issue its decision on 5 August. The new measures will not enter into force before that date.
The breakthrough in talks came a day after France was again shaken on Saturday by protests against the rules that saw over 160,000 rally and dozens arrested.
President Emmanuel Macron last week ordered that the health pass — proof of full vaccination or a negative test — would be required for the French to visit venues such as cinemas or nightclubs.
The announcement was a move by Macron to make vaccinations the top weapon against Covid-19 as new variants emerge, essentially requiring people to become vaccinated if they want to continue daily routines.
Those changes were implemented by decree, but parliament has been engaged in a marathon session since Tuesday debating whether to extend them.
The health pass has encountered fierce opposition from some, who believe they erode civil liberties.
The ruling party has faced a tough task pushing the legislation through parliament. Pro-Macron MPs control the National Assembly, but the Senate — the upper house — is dominated by the opposition right.
The Senate had approved the legislation but added numerous amendments that the government feared risked limiting its impact.
The two sides held three hours of talks Sunday, finding a compromise to pass the bill that evening by 156 votes for, 60 against and 14 abstentions.
The legislation still needs to be approved by France’s highest administrative authority, the Constitutional Council (Conseil constitutionnel) before becoming law — an extra step requested by Prime Minister Jean Castex.
Compromise deal
Macron’s announcement had already made the health pass compulsory for cinemas, museums and any venue gathering more than 50 people since 21 July.
The new legislation would make it compulsory from August for air travel and inter-city trains, as well as for visiting cafes and restaurants.
It would also make vaccinations obligatory for health workers and carers.
The Senate wanted the legislation to be more mindful of civil liberties.
Parliamentary sources said the compromise means the system will only continue after 15 November following a new vote.
No firing for vaccine refusers
The deal also limits the enforcement role of the police, and makes clear that health workers and carers who refuse vaccinations will not automatically be sacked but have their salary suspended.
Some 161,000 people, including 11,000 in Paris, had protested Saturday against the pass.
Seventy-one people were arrested and 29 members of the security forces were injured, the ministry of the interior said.
France recorded almost 23,000 new Covid-19 cases on Saturday, twice as many as last week, as the Delta variant caused a surge.
But in figures the government credits to vaccinations, there are 878 Covid-19 patients in intensive care, compared with a peak of almost 6,000 at the end of April.
Some 40 million people should have received at least one shot by Monday.

Ok FRiends, i am getting butterflies in my stomach reading about various things going on around the country. I think pretty soon the unvaccinated will be marginalized, no jobs, limited places to go going out, I really don’t think this is very far away anymore.
Just got an email from an old friend that is a VA facility. He was supposed to be there 2 years and get some sort of job training plus medical treatment. He says they are systematically kicking out the unvaccinated.
Earlier I posted a link to an FR thread, someone who was threatened with legal action just for allowing open debate on covid-19 his website. If our could be next. If it’s not next it will be targeted at some point.
So far Carter County’s vaccination rate is under 30%. I got on a Facebook group for Carter County ideas. Obviously a lot of local politicians on it. They were pushing vaccines, asking people for ideas how to make people take them. There was one lady on there I really like, obviously not from here because she said she moved here to get away from liberals and since the vaccination rate here is so low she thinks she found the right place :-) She was fighting everything they said. Anyway they tried to use polio and smallpox vaccines as examples of why vaccines are important. I probably shouldn’t have said anything, I really need to fly under the radar. But I couldn’t help myself, but I did keep it short and data-oriented. I said polio and smallpox didn’t have a 99% survival rate, and the vaccines were fully tested and were actually effective. I think anytime I correspond with these crazy people I need to just keep it factual. I would like to go off like the other lady, she was great and my hero. But I don’t want to stand out in the community, not until I find out if everybody else is on board and going to fight it.
I really think it IS time we find ways of communicating with each other that don’t need FR. Jim Rob could be threatened with legal action any day and we wouldn’t even have time to coordinate anything. I have a ham radio, although those Communications are very interceptable. Nothing is perfect but please everybody think about it.
I know they want us in a place where we have no idea what’s going on and they are telling us we are the only one.

And then what? What is the next mandate they will force on society? If they can do it with vaccines, they can do it with anything else they get a bug up their butt about?
As I've said many times, the more we let them get away with, the bolder they get. You give an inch, they take 10 miles.


IMHO the virus scam is just the tool being used by the Deep State to implement the anti-freedom, anti-America agenda you defined.
