And by ‘employees’ I’m talking about the everyday working grunts. Not the big-boss directors, etc.
For example, awarding state contracts. I’ve worked in more than one division that awards state contracts. I can tell you the basic process. But if there was shenanigans in the awarding of the contract, or something was substandard, I wouldn’t have a clue.
And getting proof nowadays isn’t as easy as when everything was stored as paper in a filing cabinet or was left lying on someone’s desk. Things are now stored on computers and you have to have security access to those files. Even if you have the security access, IT knows what you looked at, when you looked at it, and who you are.
