I have to question why she still possessed a drivers license with demonstrated lack of cognizance. This didn’t happen over night.

Do you know what it takes to make a conservatorship happen, including removing an elder's freedom by taking away their car keys? I do. I helped have my grandmother put into one, and having her keys taken from her. In a moment of cognition, she agreed. The next day she wanted her keys to go see her sister, not remembering the day before.

To have a conservatorship established takes months, at a minimum. (And she wasn't driving.)
