I think in the D&D world, "lawful" refers to how well someone holds to the precepts of their chosen path.

Lawful Evil means "honor amongst thieves," so to speak. It's kind of like how the mafia had a code of ethics about who they can harm and who they couldn't, while other gangs don't.
