Sounds like military personnel must take regularly approved vaccines as ordered but if the vaccine has not been regularly approved (which this hasn’t) then they have the right to opt out and must sign an informed consent to opt in. The Dem legislators want the military to be able to treat the vaccines as regularly tested and approved.
Yes, purposefully muddied language. To demand that service members be directed/required to sign a “Waiver of Informed Consent” is frankly actionable, requiring them to receive medication that is NOT APPROVED by the FDA, but only allowed to be given through Emergency Use Authorization (which waives the LIABILITY OF THE MANUFACTURERS in the first place— a very GOOD reason for service people to NOT waive their Informed Consent).
If they do not give Informed Consent, they cannot be compelled to get an experimental medication. You are quite correct, this is a demonrat criminal forcing submission yet again. In a population that does not need a vaccine— period- they are not in the risk groups (unless they are in the medical divisions of the military, for institutional protection of others, especially if they are deployed to aid US citizens at risk, our over 65 people.).

"To waive" means to "renounce or forego."
So the Lawmakers are asking Biden to forego the (otherwise applicable) requirement that the government ask for the servicemen's (informed) consent to be injected.
