She is not on Biden's side.
This can be looked at one way. Its Russia vs China with American elements split between the two.
On the one side (China), we have a fake administration in the fake president Biden's 'administration'. This is what the public sees (not the China part, the Biden part).
On the other side (Russia), we have Trump, his allies, and the US military.
The author of your post suggests its Hillary Clinton running the derp operation (and if that is so, then by extension, the fake Biden administration). I like to think he's speaking in broad terms (and if not, he should be), and using Hillary as a figurehead, though surely they are all associates. I'd throw Obama and Brennan into the upper level of that mix (but not the tippy top).
The world is lining up (they've been lined up). The HRC derp administration is surely aware of goings on, as are leaders around the world (Israel, Iran, EU, and others).
