Keystone was ended without ever transporting a drop of Canadian oil.
However, that oil isn’t just sitting in the Canadian Rockies...and hasn’t been since the inception of the Keystone Project in ~2005.
Since we have not seen the “transport traffic” explained by Wictor...what is actually happening to that Canadian oil?
It is /certainly/ being produced.
And, BTW, TCEnergy (nee TransCanada) is not an oil producer...they build and operate pipelines.
I know, I used to work for them and was actually identified as the environmental compliance administrator for 1 one of the Keystone pipelines (into Illinois).

The rules of well physics and government regulations demand a “use it or lose it” position for the oil companies.
So, what has been happening to the bulk of that oil?
Some sees US soil via trains but the majority of the Alberta Sands oil is being pipelined to the Canadian west coast and shipped overseas on contract to China.
Any wonder there are Chinee soldiers over on that Canuck island?
They are protecting their investment from interruption.
