I don't know that I've seen that exact thing, however, I have read quite a bit here and there about continuity of government plans-Dick Cheney had a big part in developing them IIRC.

I have been searching for the cold war era plans to avoid a Manchurian candidate. So far not much found.

those war games where called “Sigma.” Biden isn’t brainwashed so he isn’t a Manchurian candidate. I would suggest using terms like treason or Collaboration with Russia or china.

I'm too lazy to go to my bookcase and dig out my 30 yr old copy of Swan Song" but the beginning of that book describes the nuclear war scenario, was current in the 70s. There's a word (Waterfall? Lightening? Some disastrous weather word) that kinda sums it all up...
