I have been searching for the cold war era plans

I'm too lazy to go to my bookcase and dig out my 30 yr old copy of Swan Song" but the beginning of that book describes the nuclear war scenario, was current in the 70s. There's a word (Waterfall? Lightening? Some disastrous weather word) that kinda sums it all up...
