Does anyone really expect Bannon to call for use of the Insurrection Act and to acknowledge Q? Why would he want to invite the negative attention that would bring?

Far better for him to say later that he had been wrong about nothing taking place behind the scenes or to say he had been aware of something being afoot but did not want to talk about it or had been asked not to talk about it.
As for the president lacking energy, I’m sure the final assault on the deep state is tiring. Plus, he knows some young men in the military are likely to lose their lives in the next week in addition to stupid young people who have been taken in by Antifa. This probably weighs on him.
