First time yellow fringe was used was ~1835 by US Army. There is material that indicates it is admiralty court related or some such, but I couldn’t find it in USC law or CFR regulations. What I did find was that it was for presentation purposes and I couldn’t find anything else.

I did find that Title 4 USC Section 1 does not have any description or allowance or discussion about fringe of any sort.

I am convinced the Swamp is SO concerned with declassify that Mitch was willing to screw his party’s leader plus send his party to Minority status to keep things covered up.
