It looks to me like the cop (all in black with the rifle) checks the shooter out and recognizes the shooter as a cop (Capitol Police) or U.S. Secret Service. That’s what the thumbs up means - you’re on my team.

I think it is because they NEED him away from the levers of power, or at least distracted from being able to exercise the PLAN....they KNOW he is going to swoop down on them. The post by boxlunch this thread, number 42, with link to Simon Parkes is key.
