I think an eagle image is far "too good" for Kerry. Kerry has a predator stare. Perhaps an image of hyena would fit him better.
Whereas, the eagle reminds me of the presidential seal.
I checked and there are no eagles in the Antarctic.
The composition of the eagle/ice image may imply the eagle has intel on fish that think they're hidden under the ice, but the bird is vibrant, appears to be hunting (no ice skates visible) and doesn't seem to be in peril. John Kerry is in peril. Just my 2. :)

Reaching WAAAY back, I recall that the larger picture there was the eagle “walking down” on some crows? feasting on a [deer?] carcass half-in the water.
He finna take that meal from them scavenger crows.
