Begs the question: What is the difference between testing and development? The two are not easily separated. Both are necessary, i.e. co-dependent. How does one understand that partaking of this vaccine in no way invokes the shedding of innocent blood?

The development creates the vaccine. The testing must occur on cells in culture before human trials can commence. There is a vast difference.
