I am confused about not meeting the deadline.
I imagine they haven’t finished a peer review.
Maybe they haven’t run spell check.
Maybe they haven’t started section 9 or section 14.
Maybe it’s embarrassing how crude their current draft is.

I second that. Before I retired, I would not think about missing a deadline, without a note from my undertaker.
In my opinion, 45 days is too long. Should be no more than 30 days—gets in a few days before the safe harbor deadline.
