Is there much of a difference between the two?
There actually is a difference if you consider there might be a two-step process.
Say, for instance, the first unsealed indictment is of Valerie Jarrett.
Most people will be like, “Who dat?” Thus not shocking.
But as they come to learn who she is and her connection to things and what the indictment says about her — and how weird the demonrats and media are acting after her indictment is released — the process of awakening will start.
Is the unsealing of the first indictment separate from the first arrest?
Usually the two go together.
But what if the first unsealed indictment has to do with a foreign person who can’t easily be arrested?
Or a U.S. citizen who has already fled to a foreign country? This would be somewhat shocking/admission of guilt.
Then we are talking about two people: 1) A person who is subject to arrest but can’t easily be taken into custody and 2) Another person who is arrested and is, presumably, connected to the crime of the first.
What is Marker 9? I have looked for it, but I have not found anything helpful.

(I am not predicting the first indictment unsealed will be of Jarrett. I am just saying the person may be someone only people like us and the derps are familiar with and the implications of this indictment known to from the first day it is unsealed.)
Even the first arrest may only be of mid-level flunkie of someone connected to the first indictee, but perhaps to the derps that arrest is unsettling because they know what that person knows and may believe that that person was one of their weakest links in terms of being a person who would cut a deal.
Someone like Biden or Soros whom we have been talking about as the first arrested may merely be the first arrest of a big name, but not the first arrest that gets the avalanche started.

I may have to concede this point. I did a key word search at Qmap and the first arrest would shock the world didn’t return results.
“The truth will shock the world” was in a few posts.
So if anyone can go on the way back machine and find out where that came from I would appreciate it.
You may be right, but it seems to me that we presume it will shock the world because any arrest that triggers a mass pop awakening has got to be big enough that the powers that be can’t hide it, cover it up, ignore it, debunk it etc. It’s got to be at least as shocking as the blue dress. The blue dress was the moment the media could no longer cover for the toon.
