Yeah, getting it on my Android phone in So Cal. It was a bit pesky too as I had to dismiss it twice.
Scam?
Be VERY cautious when you receive an unsolicited text/email.
Scammers/Spammers are active and leveraging COVID hysteria.
Reply? You just verified your phone/email is active and they sell that info to other scammers/spammers.

We’re lucky. An operating system update failed early this year on our phone and that update was a prerequisite for the next update so that couldn’t be done either. We’re 4 Android OS updates behind so they have no way of pushing this crap on us.
I’m in NorCal, too, and got it 30 minutes ago. I read through the disclose and about privacy and said “Decline.” It said they don’t use GPS and don’t track your location. Then how would they know if I’ve been close to somebody else who they also don’t track?
My trust levels for nearly everybody and everything are near zero because of the crooked “election” and COVID.
Not a scam... it was an alert directly to my phone.

Scammers/spammers send stuff via all sorts of methods.
I suggest you call your health care authorities and ask about this UNSOLICITED communication. Just to be sure. . . .

I say again.... it’s not a scam.
There is nothing sinister about this, other than Apple including something few want. iPhone included this tracker about three updates back and it can be disabled.
In iOS 13.6.1 and earlier
Head to Settings on your iPhone
Swipe down and tap Privacy
Now choose Health
Tap COVID-19 Exposure Logging at the top
You’ll need an authorized app before Exposure Notifications can be turned on. But then you can tap the toggle to turn notifications on or off
You can also delete the exposure logs manually at any time at the bottom of the settings

Your bluetooth would probably record all other phones it is close enough to ping against. It probably wouldn’t tell you where, just THAT you were exposed. And then they make their little daisy chain.
Because you know, anyone who has passed within bluetooth (approx 30 feet) range will completely infect you. /s
Bluetooth has a range of 30 feet, sometimes more. If they don’t record your location, the warning is going to be “you were within 30 feet of an infected person for X minutes today”

The info said they are using signal strength to infer proximity.

The problem is this: you download this app and it will communicate with other users who have also downloaded this app. Even if you turn off your notifications, others won’t and they can report your exposure to the authorities. IOW, you can’t really turn it off, just don’t download. I suspect that sooner or later health departments will ‘incentivize’ those downloads. In your best interest of course.
